Abstract: Abstract: Policy making and decision making in the world of infrastructures are complicated processes because infrastructures can be considered as complex systems. Simulations, which are used to research the effects of interventions, do not take into account the social actors, which influences the outcomes. Serious games, simulation games with the use of knowledge of the computer and entertainment game industry, can take both into account. In this chapter, the main question is in which way can serious gaming support the understanding of complex infrastructure systems? We especially focus on one game about the development of the Rotterdam Harbor area in the Netherlands. This question is answered based on the evaluation of more than 80 game sessions and over 400 players, students as well as professionals. The results show that the game support the learning of declarative, procedural and strategic knowledge. Furthermore, we showed that students especially learn about the topic Maasvlakte 2, while the professionals increase their procedural knowledge.
